As a Project Manager, you will play a vital role in planning and managing the successful delivery of a portfolio of projects within our region’s 5-year rolling capital programme.

You will oversee the performance of multiple external contractors and consultants, ensuring the highest standards of governance, quality assurance, health and safety, and technical compliance across the supply chain and National Highways. Your expertise will be key to achieving agreed project outcomes while adhering to mandatory and delegated responsibilities, driving excellence in every phase of the project lifecycle.

This role is based from our Guildford, Basingstoke or Maidstone office.

  • Develop and maintain strong collaborative relationships with the Regional Management Team, Programme Delivery Managers, key stakeholders, suppliers and across National Highways teams. Ensure mutual understanding of the portfolio’s strategic and delivery objectives, to review and report on delivery performance, to agree solutions that resolve complex issues and to prepare project business cases.

  • Programme management, financial reporting and risk management against the capital expenditure budgets for all projects in scope, ensuring effective financial and contractual practices are in place and adhered to by all project resources.

  • Ensure National Highways reputation is maintained throughout delivery of projects by delivering best practice customer and stakeholder communications Proactively manage interaction with communities, stakeholders, transport operators, road users and businesses.

  • Proactively identify and drive opportunities for improvements and implement required changes in own area of responsibility: champion and share portfolio management best practices across Operations.

  • Manage and evaluate risks, issues, dependencies and constraints associated with the portfolio, leading the development and implementation of solutions to overcome these.

About you.

  • Recognised qualification in relevant engineering discipline and/or with relevant experience in the delivery of Civil Engineering projects and portfolios

  • Proven portfolio and project management experience (related qualifications (e.g. MSP, APM, Prince2) is desirable

  • Evidence of contract management with specific experience of NEC 4 forms of contract

  • Good understanding of relevant legislation, technical standards and needs, construction practices in Construction

Main Duties

  • Lead the creation, maintenance and reporting on detailed, resource loaded Schedules within the business area supported by Quantifiable Back-up Data (QBD) to objectively estimate forecasts and measure performance.
  • Ensure, in conjunction with Finance, Programme Managers (PMs) and Cost Account Managers (CAMs), the production of weekly & monthly reports in line with the programme and business reporting calendar, providing details on progress, actuals, forecast and explanation of variances.   • Lead your Project Controls team who will be responsible for developing and maintaining a high quality, compliant Master Schedule for each contract element, monitoring and reporting progress and rescheduling / re-phasing tasks as required, including provision of detailed forward planning and trend analysis to inform decision making.
  • Define and drive delivery of the TCIF reporting in conjunction with finance.
  • Represent Project Controls at EAC reviews and ensure robust schedule derived data to support the EAC SOX report with baseline, progress and remaining ETC data and analysis.

These habitats are closely interwoven with a rich cultural landscape, most notably the Stonehenge and Avebury World Heritage Site, alongside a wider network of historic monuments and archaeological features. The county’s natural and cultural heritage has co-evolved over millennia, shaped by long-established farming systems that continue to influence landscape character, ecological function and wildlife.

This context presents a significant opportunity to deliver landscape-scale nature recovery, reconnecting habitats and restoring ecological processes in ways that also support farming resilience, public access, and cultural heritage. In this outward-facing and strategic role, you will work collaboratively with established partners while identifying and developing new relationships to help realise these opportunities and drive integrated, place-based delivery.

What you’ll be doing

You will be a driving force for nature recovery across Wiltshire. You’ll lead and coordinate the delivery of nature restoration projects and programmes, ensuring alignment with our Strategy. You’ll facilitate collaboration across teams, integrate expertise and best practice, and continuously evolve our delivery methods. You’ll manage risk, maintain compliance, and ensure delivery meets agreed quality, cost and time parameters. You’ll also play a key role in influencing stakeholders, unlocking funding opportunities, and driving change to restore nature at scale.
