Job Description

We are looking for a Technical Officer to join our Housing, Asset Management, Stock Improvement Team on a permanent part-time contract, 14.5 hours per week. These hours can be worked flexibly throughout the week.

You will be confident in managing data, digital processes and workflow tools, as this role has a clear focus on the Microsoft Power Platform:

  • Power Automate (automating workflows)

Working within a team of three other Technical Officers, the successful candidate will focus on the development, maintenance and improvement of the digital systems that support the upgrade, repair and planned maintenance of our Council Housing stock, which totals over 13,000 tenancies.

The administrative location for this post is in Inverurie. However, the Stock Improvement Team all work from home as their base. The council has a ‘hybrid’ approach to working that favours home working over working from an office location, but you may attend some face-to-face team meetings/training in offices. ‘Hot desks’ can also be booked at various Aberdeenshire Council office locations. We meet and communicate regularly using MS Teams.

There is a responsibility for the post holder to demonstrate a commitment to quality service delivery through continuous improvement for the benefit of the Service, tenants, and the organisation.

Responsibilities

Technical Officers analyse stock condition data and provide essential information to support the maintenance and improvement of our housing stock. This work relies on accurate data, relationships between data, robust systems, and well‑managed digital processes.

Asset Management uses Microsoft Power Platform tools including Power Apps, Power Automate and Power BI, and at its centre SharePoint.

These digital systems support key work areas such as:

  • Power BI Dashboards – Interfaces that provide lookup, query report and data analysis capabilities from ourcouncil housing stock database, NEC Assets Module.
  • Damp, Condensation & Mould – DCM Case Management Tracker (Power Apps, Power Automate, SharePoint )
  • DCM Case Status Dashboard – statistical reporting for the Scottish Housing Regulator (Power BI, Power Automate, SharePoint)
  • Issue Document Library – staff training, H&S compliance and essential document sign‑off (Power Apps, Power Automate, SharePoint)
  • Induction Document Library – essential document sign‑off for New Starts policy, processes, Risk Assessments, COSHH, H&S Executive (Power Apps, Power Automate, SharePoint)
  • Risk Assessments and CDM Regulations – Health & Safety compliance (Power Apps, SharePoint)

These apps and systems are central to how Asset Management works. They improve data quality, streamline processes, and support internal and statutory compliance.

The Individual

We’re looking for someone with knowledge and experience of the Microsoft Power Platform and SharePoint to help support the development and maintenance of our digital solutions, as required. A strong understanding of SharePoint list design, data structuring and permissions management is essential for this role. You will understand the importance of strong data structuring across SharePoint and the Power Platform, ensuring information is organised, consistent, and ready for automation and reporting.

You will need the confidence to learn complex work streams and understand how our existing and new apps can support them. You will work closely with our existing Technical Officers to ensure continued service delivery and system reliability.

Support the generation of installation and commissioning documentation, Operator and Maintenance Manuals and plant personnel training material.

A technical understanding of engineering design drawings, mainly in relation to control system cubicles, enclosures, and interface panels, to assist in ascertaining constraints and design impacts from site visits, working in collaboration with the engineering teams and stakeholders to produce designs and SCADA software to a high-quality level.

EXPERIENCE & QUALIFICATIONS:

A Bachelors Degree in Engineering or related field OR demonstrable evidence of experience with a high emphasis on EC&I engineering using SCADA systems.

Proficient in the design and implementation of HMI/SCADA control systems, ideally fully converse with the Rockwell FactoryTalk View application.

Experience with ergonomic design and Human Factor considerations for Graphical User Interfaces.

As a Principal Clean Water Process Engineer in the D&AT practice, the successful candidate would have the following responsibilities:

  • Coordinate or manage a team of Clean Water Process engineers for delivery of technical design work on complex multi-disciplinary projects following relevant national and project specific design codes and standards, and to high-quality levels.

Responsible for producing and reviewing technical deliverables such as design reports, drawings, calculations, and scopes of work with defined scope.
Provide technical clean water process input into project design deliverables for complex multi-disciplinary projects and work with the project management team to successfully manage time and budgets to key project milestones and programmes.
Collaborate with client, operational, project, or service activities within your immediate team and other related AtkinsRéalis teams.
Provide mentorship to less experienced colleagues and help to grow the Clean Water Process Engineering capabilities within the local team.
Work independently with minimal technical guidance. Exercise personal judgement to solve difficult problems where appropriate and provide guidance to junior team members.
Provide technical support for bid proposals.
Work closely with a multi-disciplinary team in the UK and overseas to deliver integrated design solutions.
Adhere to quality assurance standards in design including check and review of your own work as well as others.

About you
  • A degree in Chemical / Process Engineering or equivalent.

Chartered or Incorporated Chemical / Process Engineer.
Proven experience in coordinating or managing a Clean Water Process engineering design delivery team for a design consultancy included within a multi-disciplinary environment.
Takes a broad perspective to identify innovative solutions to design problems.
Requires strong knowledge and design / practical experience in drinking water treatment process and principles - conventional and advanced treatment technologies.
Practical knowledge of current design codes and standards as well as industry best practices, including CDM Regulations.
Ability to work independently with minimal technical guidance.
Experience in design and delivery of projects with adherence to UK safety and environmental regulations, process safety techniques (e.g. HAZOP), knowledge of capital and operational costs - and risk assessments, as well as whole life carbon assessments.
Experience in the UK Water market is preferred.
Demonstrates strong communication skills, with the ability to convey technical concepts clearly and effectively within diverse multi-disciplinary teams.
A proactive, highly motivated mindset with a collaborative approach to drive teamwork and share success across projects.

As Electrical Engineering Manager for our Omagh site, you will lead an already established team in the design and development of class leading control systems for our range of aggregate crushing, screening and bulk handling equipment. This position allows the suitable candidate the scope and ownership to play a significant part in the future of our products, including DA, AC and Hybrid architectures, and is an exciting time to join the business. You will ensure that produced designs are completed to a high standard, on time and with a consideration for the operational environment and duty cycle of the equipment.

About The Role

Key Deliverables

Lead the design and development activities of the Omagh Electrical Engineering team for the entire product lifecycle, concept, design, prototype, validation, compliance, lifetime support.

Manage the day-to-day activities of the Hardware and Software engineering teams, with a focus on delivery and quality of overall system designs.

Design leadership and decision making on control system design on mobile and industrial products in line with our NPD roadmap and project orders.

Further development of the site design capabilities in EPLAN.

Ensure that new designs conform with relevant equipment standards and that compliance documentation is completely accurate and up to date.

Establish new and improve existing design processes and procedures as the team and product portfolio continues to grow.

Provide support for existing and new product in conjunction with our aftermarket team.

Ensure new designs are fit for purpose, with simplicity, functionality and quality in mind.

Ensure on- time product development of all assigned design projects.

Provide high quality design output, with appropriate design calculations, documentation and BOM accuracy to a high standard.

Work with Sales and customers to ensure that the requested product specifications are clearly documented.

Required Criteria

  • Bachelor of Science in electrical engineering, or other relevant qualification.
  • 10+ years of practical design experience in industry, 3+ years of which should be in engineering or project management roles.
  • Demonstrable experience in team leadership, mentoring and development of engineering talent.
  • Strong experience in control system architecture, conception, and hardware selection is required.
  • Experience in both mobile and industrial style hardware and software development methodologies.
  • You are comfortable in a player-manager role, managing the team, projects and deliverables whilst also being a contributor, with ability to complete designs, write control specifications, modify/maintain code and perform system level testing when required.
  • Experience in EPLAN implementation and deployment would be beneficial.
  • Must have a strong working knowledge of ISO / BS Standards relevant to the equipment.
  • Sound knowledge of electrical engineering design, including AC and DC systems, design, hardware selection and control software.
  • Proven background in hardware design in heavy equipment or other relevant industry.
  • You are a person who leads by example, can manage without conflict, maintain a strong can-do attitude and maintain a positive team culture.
