PROGRAMME CHANGE MANAGER

We are seeking a qualified and experienced Programme Change Manager with proven experience leading large‑scale, complex change initiatives (£10m–£50m p/a) within Defence or similarly regulated environments. Experience in C2 technologies, or mission‑critical programmes is highly desirable.

This role is responsible for designing, leading and embedding sustainable change across complex programmes, ensuring that business, operational, cultural and behavioural change is effectively adopted and benefits are realised.

Candidates will demonstrate depth and breadth of experience across the end‑to‑end change lifecycle, including:

  • Programme‑level change strategy development and execution aligned to business objectives
  • Leading change through BAU contract delivery, including on‑contract growth and transformation
  • Supporting recovery, stabilisation and Return‑to‑Green activity for at‑risk or complex programmes
  • Stakeholder engagement and change impact management across customer, supplier and internal teams
  • Mobilisation of change activity during programme start‑up and transition phases
  • Embedding change through transition, handover and contract close‑out

We are looking for an enthusiastic and motivated Programme Change Manager to support a major Government client. You will work alongside Programme and Delivery leadership to ensure that change is planned, understood, adopted and sustained across multi‑functional and geographically dispersed teams.

This is a full‑time, permanent role. Applicants will need SC clearance and be willing to undergo and maintain DV clearance.

You will be comfortable operating with a high degree of autonomy, while influencing senior stakeholders and delivery teams. This is a customer‑facing role, requiring excellent communication, analytical thinking and structured change leadership.

Your Role and Responsibilities

  • Lead the programme‑level change management strategy, aligned to delivery, commercial and customer objectives
  • Assess and manage change impacts across people, process, technology and operating models
  • Develop and execute change plans, including stakeholder engagement, communications, training and adoption activity
  • Provide change leadership across large, multi‑disciplinary and geographically dispersed teams
  • Partner with Programme Managers, Delivery Leads and Functional Heads to integrate change into delivery plans
  • Support recovery and transformation initiatives for complex or at‑risk programmes
  • Establish and track change adoption and benefits realisation metrics
  • Engage with customers and suppliers to ensure change is understood and embedded
  • Contribute to internal and external reporting at weekly, monthly and quarterly forums
  • Identify, manage and mitigate change‑related risks and dependencies
  • Create and maintain comprehensive change documentation and artefacts
  • Act as a trusted advisor to senior stakeholders on change readiness, adoption and sustainability

What we’re looking for

You will have excellent organisational, communication and leadership skills and be able to demonstrate:

  • A proven track record delivering programme‑scale change in complex environments (Defence, Government, Intelligence or regulated industries)
  • Strong experience in change management methodologies (e.g. ADKAR, Kotter, Lean Change, or equivalent)
  • Experience working alongside Agile and Waterfall delivery models
  • Excellent stakeholder management skills, including influencing at senior and customer level
  • Ability to operate across business, technical and operational communities
  • Strong analytical capability, with experience assessing change impact and readiness
  • Understanding of commercial, financial and operational drivers within large programmes
  • Experience supporting transformation, recovery or large‑scale transition initiatives
  • Line management or functional leadership experience (desirable)
  • Relevant certification in Change Management, APM, PRINCE2, Agile or equivalent

Training will be provided where required on Leidos proprietary tools and processes.

Location & Clearance Required

This role will involve working from a Leidos facility, with frequent travel to customer and supplier sites in the South of England. Flexible and home working arrangements are available. This role requires attainment and maintenance of DV clearance. Applicants must be UK nationals.

Pay Range:

£58,400.00-£74,900.00
