Principal Commissioning Engineer (EC&I)
Main Purpose:
This role involves developing and implementing comprehensive site commissioning plans across all project phases, including Installation, Commissioning, and Handover, supporting the entire project lifecycle.
The Principal Commissioning Engineer will ensure all MENSA project activities are planned and executed in line with approved procedures under the direction of the Commissioning Manager (or delegate). Any technical or safety concerns must be reported promptly via the appropriate channels (Commissioning Reservations, Technical Queries, and Synergi).
Additionally, the Principal Commissioning Engineer will undertake specific tasks on behalf of the Commissioning function as required.
Responsibilities
- Supervise Commissioning Engineers and Technicians within their team.
- Ensure strict compliance with the Commissioning Quality Management System, verifying correct application of procedures, codes, and standards during commissioning.
- Liaise effectively with the Client team and other project disciplines, including Design Engineering, Training, Procurement, Quality Assurance, Construction, Operations, and Maintenance.
- Provide expert input to commissioning deliverables.
- Monitor and report daily progress.
- Support the preparation, production, and review of commissioning documentation, including test plans and reports.
- Assist the Commissioning Manager with Factory Acceptance Testing (FAT) requirements: approve vendor test documents, witness vendor testing, and validate test results where applicable.
- Prepare and verify Commissioning Test Documentation.
- Ensure all mandatory test prerequisites are fulfilled.
- Conduct risk assessments and develop Safe Systems of Work.
- Oversee commissioning tests to ensure they are completed as scheduled.
- Ensure all commissioning execution records and results are accurately completed and maintain control of all raw test data.
- Review and formally approve completed test records.
- Compile and review Commissioning Lessons, Test, and Quality Review (LTQR) packages.
- Provide discipline-specific technical expertise.
- Manage daily planning of commissioning activities.
Required Qualifications, Knowledge, Skills and Experience
- Level 4 qualification (e.g. HNC) preferred; commissioning experience with a Level 3 qualification may be considered.
- IOSH Managing Safely or equivalent certification.
- Valid CSCS/ECS cards relevant to the discipline.
- Membership of a recognised institution (e.g. IET) is preferred.
- Knowledge of CDM 2015 regulations.
Preferred Qualifications, Knowledge, Skills and Experience
- Proven experience in Electrical, Instrumentation, and Control Systems commissioning.
- Experience in the nuclear industry.
- Previous site commissioning experience in nuclear environments.
- Proficient with Siemens S7 and Simocode, WinCC, Profibus, and PICS software.
- Knowledge of the 18th Edition IEE Wiring Regulations.
- Familiarity with commissioning procedures for Temporary Construction Authorisations (TCAs), Commissioning Reservations, and handover processes.
