About the role:

Key Requirements
Must be very familiar with working in Data Centre and Corporate environments.
Minimum 3 years of hands-on experience in the structured cabling industry.
Good understanding of various Structured Cabling Solutions.
Capable of installing, terminating, and testing Fibre Optic cables.
Experienced in using Fluke test equipment and performing fault diagnosis.
Must have Health & Safety Training (CSCS, ECS, or equivalent country-specific qualification) affiliated with the Construction Industry Training Board.
Should hold at least 3 industry or manufacturer installation accreditations (eg, Commscope, Corning, Panduit, or other major brands).

Must have completed an industry-recognized Structured Cabling and Fibre Optic Training Course, such as:

CNET CNIT
BICSI Engineer/Technician
City & Guilds
B-TEC or equivalent
IPAF and/or PASMA Training preferred (or equivalent local powered-access qualification).
Experience installing cable pathways (basket trays, trunking, fibre runners).
Ability to understand and follow patching schedules/cut sheets.
Experience installing power and data cables within server and networking racks.
Experience in rack-and-stack of active network hardware (Switches, Routers, Servers).
Able to follow instructions and provide on-site support to remote network/systems administrators.
Ability to apply basic IP Addressing under supervision.
Experience with installing and configuring UPS systems (desirable).
Excellent communication skills and a professional attitude, with experience engaging stakeholders at all levels.
Must be willing and able to travel within the UK and internationally (including air travel) for project work.
May be required to work night shifts, weekends, or flexible hours depending on project requirements.

The Role

The Strategic Asset Lead is a newly created strategic position reporting to the Director for Economy and Place. The role works closely with the wider Economy & Place management team, particularly the Chief Property Surveyor.

The postholder will take a holistic, council-wide view of all City Council assets (administrative, operational, commercial, and key housing elements). You will provide strategic advice on asset retention, refurbishment, repurposing, or disposal, while shaping the Council’s overall compliance approach.

You will operate within new governance arrangements chaired by the Director for Economy and Place, alongside the Chief Financial Officer, to deliver a coordinated, council-wide asset strategy. This includes advising the leadership team and Cabinet on how to optimise asset value, ensure compliance, and align decisions with long-term strategic priorities such as environmental commitments and community wealth building.

The role involves maintaining a comprehensive overview of the Council’s property and land portfolio and leading the implementation of agreed strategies.
